In SBS Manager, it's common to submit proxy applications. By differentiating the account holder and the recipient, for example, a legal guardian or friend can submit applications on behalf of others.
Applicant accounts are often based on a personal email address or a personal identification number in cases where BankID is used. Thus, the account is personal, but an applicant account can represent several different recipients and therefore fill in another person as the recipient in cases where the organization (and the form's design) allows it.
